The Ministry of Natural Resources plays a key role in the review and approval of renewable energy projects wind, solar and bio-energy projects.


A central element of Ontario’s Green Energy initiative is a provincial approval process for renewable energy projects, based on the concept of a complete submission. The process provides a coordinated approach for review and decision making on proposed renewable energy projects, including wind, solar and bio-energy projects that generate electricity.


 

 

The  Approval and Permitting Requirements Document for Renewable Energy Projects (APRD)  outlines  MNR’s requirements for the application, review and decision making regarding the approval of renewable energy projects.

The Ministry of Environment's Technical Guide to Renewable Energy Approval provides detailed information on the requirements for submitting a complete application for a Renewable Energy Approval (REA). The requirements for REA are established through regulation 359/09 under the Environmental Protection Act.

Natural Heritage Assessment

Under Section 24 of the REA Regulation, most renewable energy projects must undergo a natural heritage assessment (NHA), including a records review, site investigation and evaluation of significance.
The REA regulation establishes requirements for renewable energy projects and protections for natural features based on development prohibitions and setbacks from significant natural features.


MNR plays a key role by reviewing and confirming NHA reports and providing technical guidance to applicants.  Reports prepared in connection with a NHA are submitted to MNR for review and confirmation, prior to applying for a REA. The results of the MNR review must be included with the REA application submitted to MOE.
