A list of active licence issuers is available on the Outdoors Card website along with details on how to purchase an Outdoors Card or licence using the self-service Internet option. Visit ontario.ca/outdoorscard to see what is offered or to view your listing.

The Ministry of Natural Resources is streamlining its approvals processes to help individuals and businesses access these services faster and more efficiently, while continuing to protect and sustainably manage Ontario's natural resources. This is where licence issuers will find updates on how this is progressing.
Licence issuers who provide the public with fishing and hunting licences are required to offer licence issuing services to the public in French when requested. If an issuer requires assistance to provide a client with service in French, the issuer may call the Outdoors Card Centre toll-free line at 1-800-387-7011 between 8:30 a.m. and 5 p.m., Monday to Friday and request a French speaking representative. There are no legal requirements from MNR requiring issuers to see a person's driver's licence or any other piece of identification in order to conduct a transaction in LAS. Clients who do not provide identification are not to be denied their purchase/transaction.
When confirming an address, please ask for and update the client's phone number wherever possible. Although this is not a mandatory field, it greatly assists the MNR to be able to contact the customer in the event of returned mail, multiple or duplicate Outdoors Card accounts, etc.
Voided licences must be returned to the Ministry of Natural Resources within 30 days for voids to be applied to the issuer account. After the 30 days the total voided transaction will be charged to the issuer account.

Issuers must print and post the Notice of Collection of Personal Information (PDF, 125 kb) at their place of business.

Pre-Authorized Debit reports are available according to the bi-weekly PAD schedule. The PAD report will list net sales including HST, as well as any charged voids, or reimbursements, or adjustments on your issuer account.

Changing Banking Information
Please contact your district office to let them know if a change in PAD or business information is required. We require 5 business days to process a change to a PAD account once we receive BOTH an updated PAD agreement form (PDF, 30 kb) and a VOID cheque. After speaking with your district office you can mail the original documents to:

If for any reason an issuer has to return equipment, the issuer should contact their District Office. The District Office will arrange for equipment return.
