Information for Issuers of Angling and Hunting Licences

Update on Implementation of the new Licensing Automation Service (LAS)

 

The implementation of LAS is continuing to progress and deployment of equipment to all year round issuers is continuing throughout the month of January 2012. It is anticipated all registered year round outside issuers will be set up, trained and selling licences in the near future.

 

Shipping of equipment to seasonal outside issuers will begin once all year round issuers' equipment has been delivered. Issuers whose equipment has been shipped from the warehouse will receive a telephone call from the LAS service provider, Active Outdoors, within 2 days of shipping to set up a date and time for telephone training. Telephone training will include how to set up the equipment and how to use the equipment. Training on average takes one hour. Once issuers have had the telephone training, they can begin selling licences.

 

During the implementation of LAS, to provide greater issuer telephone support for business inquiries, issuers can now contact an MNR representative directly at 705-755-1848 for immediate assistance or you can call toll free at 1-800-667-1940, speak to an agent and ask to be transferred to Neil Scero at ext. 5-1848. Issuers can also contact the Outdoors Card Centre at 1-800-387-7011 for assistance.

Issuers who are not yet set up to sell licences and who have clients coming into the store asking where to buy a licence can direct these clients to the list of active licence issuers on the MNR Outdoors Card website at:

Issuers who have not yet received the 2012 Issuers Package from MNR (shipped by Canpar) which includes the draft Manual of Instruction on how to issue angling and hunting licences in the LAS system, can contact their local MNR District Office to obtain a copy.

 1 If I was selling MNR licences under the paper system and want to sell licences in the new LAS system but have not yet sent in my registration information to be set up, can I still register? You will need to contact Erin Insley at the Ministry of Natural Resources either by email at erin.insley@ontario.ca or by telephone at 705-755-5999 for more information on the registration process and to arrange to have the registration forms sent to you. Completed forms must be faxed to the attention of Erin Insley at 705-755-5313.
Issuers that have sent in the registration forms and have been registered in LAS but are waiting for equipment and training.
 1 I have faxed my LAS registration information to MNR and I have not heard anything since. How can I find out when I can expect my equipment to be delivered? Issuers that have a Location ID# can call the Active Outdoors toll free shipment tracking line at 1-888-873-8450 to find out the shipping status of their equipment. To obtain their Location ID#, issuers can contact the Outdoors Card Centre at 1-800-387-7011 or call Neil Scero directly at 705-755-1848 or toll free at 1-800-667-1940 and speak to an agent to be transferred to Neil Scero extension 5-1848.
 2 When will I receive my training on how to set up and use the equipment? The MNR service provider, Active Outdoors, will be contacting you within 2 days of equipment being shipped out from the warehouse to schedule a training date and time. Training will be by telephone and will include a walk through of how to set up and use the equipment. User Guides for the equipment are included with the shipment of equipment. You can contact the Active Outdoors technical line at 1-866-703-1927 to find out when your training is to be scheduled.
Issuers that are actively selling in LAS
 1 If I am actively selling licences and experience technical difficulties with using the equipment, who do I contact? You can contact Active Outdoors Technical Support line toll free at 1-866-703-1927 for immediate assistance. The Active technical support line is open 7 days per week from 5 a.m. to 11 p.m. Central Time/ 6a.m. to 12 midnight Eastern Standard Time.
 2 If I am actively selling licences and require MNR business support with issuing a particular type of licence or have questions regarding the contents of the Manual of Instructions (MOI), who do I contact? As an interim process during the implementation of LAS, you can contact Neil Scero at MNR directly 705-755-1848 or toll free by calling 1-800-667-1940 and speak to an agent to be transferred to Neil Scero at extension 5-1848 or you can contact the Outdoors Card Centre at 1-800-387-7011.
 3 If I am issuing a licence to a client on the weekend and I receive a technical error message, what should I do? You can contact the Active Outdoors technical support line which is open 7 days per week from 5 a.m. to 11 p.m. Central Standard Time/ 6 a.m. to 12 midnight Eastern Standard Time for assistance with technical problems with the equipment.
 4 If I am trying to issue a licence to a client and the system keeps giving me error messages when I enter a postal code, what should I do? The system is designed to have postal codes entered to Canada Post standards, which is letter, number, letter, number, letter, number. Be sure you are using zero and not the letter "O" for a zero. Also be sure that it is the correct postal code on the customer file. If the client is unsure if they have the correct postal code, contact Neil Scero at MNR directly 705-755-1848 or toll free by calling 1-800-667-1940 and speak to an agent to be transferred to Neil Scero at extension 5-1848 or you can contact the Outdoors Card Centre at 1-800-387-7011 for assistance with postal code errors.
 5 When a Canadian Resident angler turning 65 years old sometime in 2012 wants to buy a fishing licence and the system gives an error message and declares the licence is not required but until they turn 65 they require a licence, what should I do? A Canadian Resident requires a valid licence to fish between the ages of 18 and 64. We realize that the system is currently not functioning correctly for this age group and we expect this to be corrected soon. We suggest you explain that a fishing licence is required until they are 65 and suggest if they intend to fish they need to purchase one of the fishing products for this year. If they do not wish to fish until after turning 65 then they do not require a licence.
 6 What do I do with the voided licences? If you void a transaction, keep all parts and write VOID on it. Use the form for submitting voided licence transactions and record the transaction number and the reason for the void. Submit this form weekly to the Outdoors Card Centre. The address is on the form.

 

  

 

Issuer LAS Registration Process



In order to register to sell licences in the new Licence Automation Service, issuers must download and complete the following four forms and fax them back to the attention of Erin Insley at 705-755-5313.  This registration information is required in order to ensure issuers are set up in the LAS system; this triggers the shipping of equipment from the service provider, Active Outdoors.  The equipment from Active Outdoors is required in order to sell licences.
