Glossary of Crown Land Use Policy Atlas Terms

Amendment tracking number: A unique identifier that MNR assigns to each Crown land use amendment across the province. The format of the amendment tracking number is YYYY-XXX (e.g., 2008-001).

 

Area-specific land use policy: Direction on land use (e.g., type, intensity, conditions) that applies to a specific portion of Ontario. The policy can apply to a very small area or it can apply to a substantial portion of the province. Area-specific land use policy is normally developed through a Crown land use planning process.

 

Conservation Reserve: A Crown land use designation - a protected area regulated under the Provincial Parks and Conservation Reserves Act. Conservation Reserves protect natural heritage values and prohibit industrial uses while allowing a broader range of traditional activities to continue.

 

Crown land disposition: The granting by the Ministry of Natural Resources of certain or all rights to Crown resources (including lands) through such means as permits, licenses, approvals, permissions, consents, leases, licenses of occupation, or sale.

 

Crown land use amendment: A change to area-specific land use policy.

 

Dedicated Protected Area: A Crown land use designation applicable only in the Far North Planning Area - an area of Crown land that is proposed or recommended to become either a Provincial Park or Conservation Reserve, but a final decision has not yet been made on the specific designation.

 

District Land Use Guidelines (DLUGs): Planning documents covering much of Ontario that were approved by the Ministry of Natural Resources in 1983. The DLUGs primarily provided direction for the management of Crown lands and resources.

 

Enhanced Management Area (EMA): A Crown land use designation that is used in Crown land use planning to provide more detailed land use direction in areas of special features or values, or where the land use policies for one of the EMA categories supports the land use intent for the area.

 

Far North Planning Area: In general terms, the portion of Ontario that lies north of the Area of the Undertaking for Forest management (i.e. the area over which the province of Ontario has class EA approval for forest management).

 

Forest Reserve: A Crown land use designation that has been applied to a relatively small number of areas where there are pre-existing mining lands or aggregate permits within recommended or regulated Provincial Parks and Conservation Reserves. The intention is that these lands will be added to the park or Conservation Reserve if a mining claim or lease, or aggregate permit, is retired through normal processes.

 

General Use Area: A Crown land use designation into which the majority of Crown lands currently fall. A full range of resource and recreational uses can be permitted in General Use Areas. The specific policies for individual General Use Areas are established through local Crown land use planning and should reflect an area's identified land use attributes and context.

 

Land use area: An area of land for which area-specific land use policies are being developed or have been developed. "Land use area" is used in Crown land use planning, rather than "land use zone", in order to avoid confusion with the zoning used by municipalities, or that is used in the planning for Provincial Parks or Conservation Reserves.

 

Land use designation: A land use classification with associated land use or management policies. Crown land use designations are applied to specific areas through Crown land use planning processes. Some Crown land use designations have been established through legislation (e.g., Provincial Park and Conservation Reserve) while other designations such as Enhanced Management Areas have been established through policy or planning processes.

 

Land use policy A provincial-level policy that establishes broad direction on how Crown lands and waters should be used. In contrast, "area-specific land use policy" (see also "Area-specific land use policy") refers to policies for specific land use areas that are generally developed through Crown land use planning processes.

 

Ontario's Living Legacy Land Use Strategy: A comprehensive strategy approved in 1999 that outlines the intended strategic direction for the management of Crown lands in most of central and mid-northern Ontario. This document included the designation of lands as well as direction on uses permitted within these designations.

 

Proposed: In the Ministry of Natural Resources' land use planning documents, the use of the term "proposed" in conjunction with land use designations refers to areas where specific land use designation proposals have been put forward for public discussion (see also "Recommended").

 

Protected area: A Provincial Park or Conservation Reserve, either proposed or recommended through approved land use direction (e.g., Ontario's Living Legacy Land Use Strategy or MNR District Land Use Guideline), or existing in regulation.

 

Provincial Park: A Crown land use designation - a protected area regulated under the Provincial Parks and Conservation Reserves Act.

 

Recommended: In the Ministry of Natural Resources' land use planning documents, the use of the term "recommended" in conjunction with land use designations (e.g., "recommended" Conservation Reserve or Provincial Park) refers to areas where a land use decision has been made that an area should be placed into regulation under the Provincial Park and Conservation Reserves Act, but the regulation yet to approved. When the area is regulated, the "recommended" label is automatically dropped (see also "Proposed").

 

Wilderness Area: A Crown land use designation referring to parcels of Crown land that are regulated under the Wilderness Areas Act. The Act was passed in 1959. Wilderness Areas, most of which were established in the 1960's, were used to protect a variety of examples of Ontario's natural heritage.
