In March 2007, Declaration Order MNR-71 was amended by Declaration Order MNR-71/2. The Ministry of the Environment (MOE) proposed amendments to a number of conditions of MNR-71 to address requirements to improve the broader environmental assessment program in Ontario in response to concerns about the length of time and uncertainty in completing the EA process.
The amendments to the conditions enable the Director of the Environmental Assessment and Approvals Branch, MOE, to make decisions on requests for individual environmental assessments, rather than the minister. In addition, administrative amendments were made to various conditions, primarily to reflect work done by the Ministry of Natural Resources since MNR-71 was granted in 2003. These administrative amendments provide clarity, remove redundancies, consolidate related requirements and update language to require continuation of programs that have been developed.
MNR-71/2 enables MNR to continue to undertake forest management activities on Crown lands in the “Area of the Undertaking”, subject to the amendments to those conditions.
