
In 2007, Declaration Order MNR-71 was amended by Declaration Order MNR-71/2. The Ministry of Environment proposed amendments to a number of conditions of the original order to address requirements to improve the broader environmental assessment (EA) program in Ontario in response to concerns raised about the length of time and uncertainty in completing the EA process.
The amendments to the conditions now enable the Director of the Environmental Assessment and Approvals Branch (EAAB) to make decisions on requests for individual EAs, rather than the minister. In addition, administrative amendments were made to various conditions, primarily to reflect work done by the Ministry of Natural Resources (MNR) since the Declaration Order was granted in 2003. These administrative amendments provide clarity, remove redundancies, consolidate related requirements, update language to require continuation of programs/plans that have been developed, and ensure consistency.
MNR-71/2 enables MNR to continue forest management planning on Crown lands in Ontario, subject to these revised conditions.
