The Ontario Government, including the Ministry of Natural Resources (MNR), other public agencies, and private firms, foster ecologically sound forest management on private, conservation authority and municipal public lands through a variety of measures.
Under the current Forestry Act, the Minister of Natural Resources continues to have the authority to enter into agreements and/or develop programs with owners of land suitable for forestry purposes that provide for the management or improvement of the land for these purposes upon such conditions as the Minister considers proper.
In 1999, MNR terminated the former Agreement Forest program and established a new business relationship with former Agreement Forest owners. Despite the termination of the agreements these owners continue to be legally bound by the conditions of the Forestry Act Section 2. These conditions require Minister’s approval for any land use change, sale or lease in the future as well as for equal sharing of proceeds resulting from any land disposition, sale or lease and for the repayment of the grant in the case of a land use change. The following procedures are designed to guide MNR and former Agreement Forest owners through any future disposition or change in land use.
This section of the Forest Management Directives and Procedures provides policy directions for the disposition of former agreement forest property and changes in land use inconsistent with forestry purposes on former agreement forest property.

Describes how proceeds from the disposition of former Agreement Forest property for which grants were received under the Forestry Act are shared and used when the owner requests to retain a portion or the entire provincial share of the proceeds.

Describes the handling of requests to change land use from forestry purposes on former Agreement Forest property for lands where grants were provided by the province to purchase the property under the Forestry Act; and, describes the handling of repayment of such grants should a land use change occur.
