Declaration Order (MNR-74), granted in April 2009 under the Environment Assessment Act , provides Environmental Assessment coverage for forest management activities on Crown lands in the Whitefeather Forest in Northwestern Ontario; in the vicinity of Pikangikum First Nation. Declaration Order MNR-74 is modelled on Declaration Order MNR-71, which provides environmental assessment coverage for forest management activities on Crown lands in the “Area of the Undertaking”. Declaration Order MNR-74 contains 52 conditions, with similar/comparable language to the conditions of Declaration Order MNR-71.
The conditions contain the same forest management planning requirements that are contained in Declaration Order MNR-71, as well as additional specific planning direction for the Whitefeather Forest. That additional planning direction addresses the incorporation of Pikangikum First Nation's customary stewardship practices, the provision of a continuous supply of habitat for woodland caribou, and a strategic approach to the planning of forest access roads, in forest management planning for the Whitefeather Forest.
The conditions of the Declaration Order complement the forest management planning provisions of the Crown Forest Sustainability Act, 1994 (CFSA). Further technical direction for forest management planning is provided in the Forest Management Planning Manual (2009), a regulated manual under the CFSA.
This Declaration Order also contains provisions for monitoring and reporting of forest management implementation and continuing development of MNR’s forest management programs that are identical to MNR-71.
