Forestry skills assurance and education programs help maintain and develop professional and technical skills development and undertake public education and awareness to support the sustainable management of Ontario’s forests.
The Ontario Ministry of Natural Resources (MNR) implements a number of programs and initiatives to ensure the delivery of requirements under the Crown Forest Sustainability Act and its regulated manuals in compliance with a number of conditions under the Environmental Assessment Act set out Ministry of the Environment Declaration Order for Forest Management on Crown Lands in Ontario (MNR-71).
Qualifications for tree markers and scalers are set out under the authority of the Crown Forest Sustainability Act through requirements in manuals regulated under the CFSA including:
- the Forest Operations and Silviculture Manual, which provides for the qualifications of persons engaged in forest operations (for example, tree markers).
- the Scaling Manual, which defines standards for the training, licensing and approval of scalers and scaling auditors in the province.
Legislated requirements include:
- coordinating forest worker certification programs such as:
- a certification system for compliance inspectors
- a certification process for tree markers
- a licensing process for scalers
- participating in public education on forest management
- providing training to Forest Management Planning teams
- providing access to information on MNR forestry programs.
