2008 Moose Program Review

What was the Moose Program Review?

In 2008, the Ministry of Natural Resources initiated a broad review of Ontario's moose management program.

The were two phases to the review. Phase 1 focused on enhancing Ontario's moose management program. Phase 2 focused specifically on improvements to the resident moose tag draw.

What happened during the Moose Program Review?

Enhanced Moose Management Program

Almost 1,600 comments were received during preliminary consultation which began in May 2008.  Here is a summary of the comments from consultation

These comments helped inform the development of four policies and procedural guidelines related to moose management – a Cervid Ecological Framework, a new Moose Management Policy, Population Objective Setting Guidelines, and Harvest Management Guidelines.  The policies and guidelines were posted on the Environmental Registry for public comment from February 24 to April 9, 2009.

The final versions of policies and guidelines developed as part of the Moose Program Review can be viewed on the Moose Management webpage

Improving the Resident Tag Draw

Public engagement and consultation on potential changes to the Resident Moose Tag Draw took place during the winter/spring of 2009.  Public meetings were held at 27 locations across the province more than 17,000 questionnaires were distributed to gather feedback on a number of ideas to improve the Resident Tag Draw. Over 4,000 people attended the public meetings and more than 1,500 completed questionnaires were received.

Feedback from these sessions helped develop a new Moose Tag Transfer Policy.  The policy was posted to the Environmental Registry from June 7 to July 22, 2010, for public review.  The new Moose Tag Transfer Policy was finalized in December 2010.

The new moose tag transfer policy came into effect in 2011.

In addition to the new Moose Tag Transfer Policy the Ministry is continuing to review feedback and ideas heard during consultation about ways to improve the resident tag draw.  The public will have another opportunity to comment should any further changes be proposed.  Updates will be posted to this page.
