Intelligence and Investigations Section (IIS)

The Intelligence and Investigations Section (IIS) relies on the use of special investigative techniques to solve natural resource and agricultural related investigations, supporting the regulatory mandates of the Ministry of Natural Resources (MNR) and the Ministry of Agriculture, Food and Rural Affairs (OMAFRA). MNR has been conducting special investigations since the early 1980's.

The IIS has evolved into a multi-disciplined Section that is made up of four units:

  1. Agriculture Investigations Unit
  2. Analytical Support Unit
  3. Investigative Support, Canine Services Unit
  4. Special Investigations Services Unit (SISU)

The IIS supports the MNR enforcement program by providing advice and expertise in specific skills and areas such as:

 

  • Advice and planning of intelligence led special investigations
  • Analysis of trends and issues for strategic planning
  • Technical expertise
  • Use of specialized equipment and their related field applications
  • Mobile and static surveillance
  • Recommendations and arranging for staffing of projects
  • Contacts with other enforcement agencies
  • Training in specialized law enforcement techniques and equipment
  • K-9 service
  • Agricultural investigation expertise
  • Advise and assist in the execution of complex search warrants
  • Environmental Bill of Rights Investigations


Special Investigations Services Unit (SISU)

 

The use of special investigations is an effective technique for conducting complex investigations that are beyond the ability of the uniform officer on patrol to solve. Through a coordinated approach using intelligence analysis and covert methods, enforcement staff work within their lawful parameters to focus on the collection of evidence that would not normally be obtainable by other means.

 

Agriculture Investigations Unit

 

Since April 2000, MNR has been responsible for the investigation and enforcement of agricultural legislation on behalf of the Ministry of Agriculture, Food and Rural Affairs (OMAFRA). MNR Investigators deal with a broad range of issues primarily related to the supply of safe food into the human food chain. Investigations range from found committing offences, to special projects related to the various agriculture and food industries such as meat and dairy production, deadstock disposal, livestock dealers, and foods of plant origin. Our officers support programs administered by OMAFRA, Ministry of Health and Long Term Care as well as MNR.
