MTO's Role

MNR has given the Ministry of Transportation (MTO) the authority under the Aggregate Resources Act for the issuance and management of wayside permits and aggregate permits, where the aggregate is required for provincial road projects.

MTO’s role includes:

  • processing applications for permits, site plan amendments, etc. and issue related documents;
  • conducting inspections and audits of aggregate operations to ensure that they are in compliance with the Act, the site plan and the conditions of the permit, and that rehabilitation is being carried out; and
  • enforce offences under the Aggregate Resources Act (e.g., suspension notices and rehabilitation orders).
