Fourth Quarter Investments

The Fourth Quarter Investments included in the 2008 Budget reflect the priorities of the government's five-point economic plan to invest in skills and knowledge, enhance Ontario's competitiveness, strengthen the environment for innovation, invest in infrastructure, and form key partnerships to strengthen Ontario's industries.


Before proceeding with any investment, the government assesses proposals as part of planning processes such as Results-Based Planning and preparation of the Budget.


In the case of Fourth Quarter investments, the government has implemented a process to ensure due diligence has been completed by the Ontario public service.


Recipients of Fourth Quarter Investments must comply with accountability provisions that are consistent with transfer payment directives. This includes report-backs on how funds are used, the opportunity for independent audit and verification and the right to recover funds.


These Fourth Quarter Investments are part of the government's fiscal plan to ensure the achievement of balanced budgets while making investments that help build the economy of the future.


Transfers

 

Long-term protection of environmentally sensitive lands:

Central Lake Ontario Conservation Authority.

Environmental Protection – transfer of approximately 130 acres of provincially significant wetland, Part of the Lynde Marsh Complex in the Town of Whitby.

Ministry Infrastructure Renewal

 

The ministry has invested in its operational infrastructure:

 

 

Investment Objective Funding (in millions)

The MNR Fleet Renewal Strategy: replacement of 240 of the ministry’s oldest vehicles with units with better fuel economy and lower emissions – consistent with the OPS’ 5-year Green Fleet Strategy.

Replacing 240 legacy vehicles will:

  1. eliminate approximately 760 metric tonnes of Greenhouse Gas emissions;
  2. reduce the ministry’s fuel and maintenance costs.

Airfleet Renewal: replacement of 2 helicopters.

Replacement helicopters will:

  1. contribute to Emergency Response, Public Safety and enhanced program delivery in the ministry.

Replacement of 756 satellite phones for use in remote parts of the province where regular communications networks are not available.

Technology upgrades the ministry’s remote communications infrastructure will:

  1. enable the ministry to meet its Emergency Response, Enforcement and Public Safety mandate;
  2. address health and safety needs of ministry staff working in remote locations.
